Abstract
It is no secret to everyone that the media constitutes a creative message that adheres to transparency, thought and truth and overlaps with the philosophy and message of the public and engages with it in its pioneering and brilliant form. Today, a decisive factor for managing and confronting all crises, including administrative crises that harm the body of the institutions of the administrative apparatus of states internally and externally, in terms of the strength of institutional performance, or facing cases of corruption in both the administrative and financial aspects, organizational structures, the level of delivery of the services provided, or the nomination policies of these institutions or their human resources. The media seeks the art of managing these types of crises, minimizing their current and future consequences and repercussions, and covering their events in a media and psychological manner, to restructure the functional, social, psychological and human aspects of these institutions later and in all countries. By extending bridges of communication with the public and building a relationship with these institutions to reform the conditions that may arise in the emergence of these crises in a radical and qualitative manner within a well-studied and structured media framework in a pioneering manner by helping the public understand what is happening from the results of those crises and providing it with information and data to understand the reality of what is happening in the arenas of the administrative apparatus institutions The effects and repercussions that crises have on various management institutions in all parts of the world. In addition, the media in all stages of crises, especially the stage before the onset and emergence of crises, have the greatest role in preventing their occurrence or their transmission to other stages of crises or preventing their complexity by raising awareness among the public through collecting data and information on crises and providing honest, transparent media reports, news and analysis. On the circumstantial, temporal and spatial facts about those crises, the use of positive media vocabulary, and the selection of the appropriate temporal timings to cover and convey the truth of what is happening on the ground in crises, to broadcast awareness news carefully and to formulate a distinct and unique media. The importance of this research appears in recognizing the strongly growing link between the media and its arts in the management of various crises, which took a great intellectual space among philosophers, specialists, and professors of media science and professors of crisis management on the one hand and on the other hand, in the relationship with the public, especially with regard to all administrative crises experienced by institutions The entire administrative apparatus by examining the reality, spread and results of these crises and their media implications for the entire administrative process, and this in itself constitutes a problem for this research.
